Montrose advances $2.4M reservoir replacement project

Montrose council has approved the next stage of work toward replacing the village’s lower drinking water reservoir.
Council voted Oct. 5 to accept a $65,000-plus-GST proposal from TRUE Consulting for engineering services related to the preliminary design and site investigation for the Lower Reservoir Capacity Upgrade Project.
The work is intended to help determine the final location, configuration and design of the replacement reservoir.

Montrose operates two drinking water reservoirs.
Previous investigations identified deficiencies in both, with structural improvements completed on the upper reservoir in 2018.
In 2023, the village reviewed options for the lower reservoir, comparing rehabilitation with replacement.
Replacement was ultimately recommended.
TRUE Consulting later prepared a preliminary design brief that established a recommended reservoir capacity of 740 cubic metres and compared construction options.
A cast-in-place concrete reservoir was favoured over a glass-fused-to-steel tank because of advantages related to tank configuration.
Two potential locations, identified as the east and west sites, are under consideration.
Preliminary work found the east site appeared more favourable, although further investigation is required before a final location is selected.
The upcoming work includes geotechnical, environmental and archaeological assessments.
As part of the geotechnical investigation, test pits are expected to be excavated at both potential sites to determine subsurface conditions and the depth to bedrock.
Further drilling may be required if bedrock cannot be reached during the initial investigation.
The village received $2.44 million through the Strategic Priorities Fund for the reservoir project.
The $65,000 engineering cost is included within the overall project budget and grant allocation.
The preliminary site investigation portion of the project is expected to be completed by February 2027.
